QSR Development: Closures, New Formats and the Next Site Decision

A closure program, a restaurant without a drive-thru and a new delivery channel raise the same question: how much capital can the individual location justify?

Market reality: growth and retrenchment coexist

Developments announced or documented October 12–18 show operators closing cash-draining stores while other brands add locations and test new formats. The evidence supports selective expansion. A brand milestone or territory agreement alone cannot establish the return on the next site.

Meritage: the portfolio decision has a deadline

The October 15 court order directs the applicable Meritage Wendy’s debtor group to close 20–60 EBITDA-negative or negative-value stores in weekly tranches ending November 13, unless its lender approves changes. It also requires a Tennessee-market sale by November 24, including franchise-agreement assignment with Wendy’s consent. These are court-directed milestones; the order does not establish completed closures or a completed sale. [1]

An earlier October 9 declaration identified 41 scheduled closures with approximately $4.25 million in trailing annual store-level EBITDA losses, averaging about $104,000 per store. That historical loss does not equal achievable closure savings after lease liabilities, exit costs and customer transfer. [2]

For owners and potential buyers, the commercial question concerns which locations can preserve cash through a change in operating plan, lease terms or ownership. A distressed operator’s balance sheet does not establish that every address lacks demand.

Unit economics: higher checks can conceal weaker demand

BLS reported on October 14 that September consumer prices rose 3.7% year over year. Restaurant prices increased 3.5%, versus 1.8% for groceries; limited-service meal prices rose 3.2%. Real average hourly earnings fell 0.7% over the year, while real weekly earnings fell 0.1%. [3] [4]

Inflation outpaced hourly wage growth, increasing the risk that customers reduce restaurant frequency or substitute grocery purchases. These national figures do not prove falling QSR transactions. A location forecast still needs local evidence that separates price, transactions and mix.

Competitive landscape: formats change the available real estate

Freddy’s opened its 600th restaurant on October 12 in Beaufort, South Carolina. Charleston Custard operates the 65-seat endcap without a drive-thru. The company says inline and endcap formats broaden its development opportunities. [5]

SiteThesis interprets this as a format-specific underwriting question. Reused or smaller premises may reduce capital needs, while the loss of drive-thru sales may limit revenue. The announcement supplies no prototype-specific build cost, margin or return comparison. A freestanding sales forecast cannot establish an endcap’s economics.

Starbird’s October 15 announcement scheduled its first Chicago-area restaurant for October 19 in St. Charles through Keystone Management Group, under a five-location plan. The announcement does not confirm the opening or provide delivery dates for the remaining four. One initial unit can provide operating evidence for subsequent decisions; five planned locations do not equal five funded or open restaurants. [6]

Time to market: delivery plans need operating proof

Teriyaki Madness announced an October 15 Zipline launch starting in Denton, with broader DFW and Houston expansion planned. Its October 16 release does not disclose operator fees, order volumes or delivery contribution margins. [7]

SiteThesis views drone delivery as a separate channel opportunity, subject to verified coverage and operating results. Faster delivery creates value only when incremental order contribution exceeds delivery, packaging and handling costs. A rollout announcement alone cannot justify a higher site sales forecast.

Returns and risk

The available announcements cannot support defensible project IRR ranges. Site-specific capital costs, lease obligations, financing and cash-flow inputs determine returns. As illustrative arithmetic, a one-percentage-point operating margin change on $1 million of annual sales changes annual operating profit by $10,000. This sensitivity represents neither a market benchmark nor a SiteThesis client result.

What this means for your location

A portfolio owner deciding which store deserves reinvestment faces a different question from a franchisee comparing two leases. SiteThesis brings local demand, competitive context and site economics together to assess that specific decision, with forecast ranges and explicit assumptions. A focused assessment helps clarify whether the next step is deeper diligence, negotiation, deferral or rejection.

Investment position

Enter conditions

Verified premises, accessible operating evidence, realistic capital requirements and an executable opening schedule.

Avoid conditions

Unfunded expansion commitments, sales assumptions that confuse price with demand, or technology benefits without contribution evidence.

Optimal strategy

Compare site and format economics before committing capital. Match reinvestment and expansion pacing to demonstrated operating demand.

Final investment position

Preserve cash and expand selectively. Advance locations that remain viable under a documented downside case.
